Project History
The property owners engaged with Westpark Communities to begin the entitlement process in December 2021. There was an informational meeting at the West Placer Municipal Advisory Council (WPMAC) to introduce the project to the community in April 2022. The original concept plan (shown to the right) included 600 units with a minimum lot size of 4,500 square feet.
Based on input received at the WPMAC and neighbor meetings, the plan was modified to reduce the number of units from 600 to 484, relocate a Vineyard Road entrance to the west side of the community, and extend a road from the Vineyard Road entrance south to provide a pick-up and drop-off location for Creekview Ranch School.
An entitlement application for the project, including the revised plan, was submitted to Placer County in August 2022.
- In January 2023, Placer County issued a Notice of Preparation (NOP) notifying agencies and the community of its intent to prepare an environmental impact report (EIR) for The Ranch project. At a scoping meeting in January 2023, public agencies and the community provided the County input regarding the scope of the EIR. Returning to the WPMAC in January 2023, Westpark presented a revised land plan. The WPMAC and community had additional concerns regarding the lotting plan and project design. After further discussions with the project's immediate neighbors, Westpark requested the County pause EIR preparation to allow more meetings with neighbors to address neighborhood concerns.
- Following a series of meetings at which neighbors shared ideas and suggested changes to the plan, Westpark made further revisions to the project design and presented the plans at the WPMAC in April 2023. The modifications were well received by the WPMAC and neighbors. The April 2023 plan moved the primary entry on Vineyard Road to the northeast corner of the community, away from the Eva Lane intersection. The residential lots adjacent to Vineyard Road increased in size to one-half acre, thereby decreasing the number of lots adjacent to Vineyard Road from 37 to 17. Homes adjacent to Vineyard Road will be restricted to a single story.
- Other revisions include modifications to the Vineyard Road landscape corridor and wall treatments to reduce visual impacts. The land use revisions reduced the number of homesites to 446.
